If the Lambda isn't running at idle you probably have bad connections preventing full voltage to the ECU so it shuts down. Above idle the voltage goes up enough for the ECU to come back on again. There is no way you can properly set the CO if the Lambda is not running at idle. Check out the plugs by the ignition coil in the bulkhead and the ground connection for the frequency valve. You can set the CO "in the neighborhood" by ear but there is no substitute for the right test equipment.
