Derek, It sounds like a bad idle ICU module. First make sure the idle regulator valve is free and test continuity between the blk/ylw and blk/slate wires on the ICU wire connector (The one towards the Pass. side). If it's an open ciruit then the thermal switch or wire connection is at fault. If the regulator, switch and wiring check out you're back to a bad ICU.
