Jason, It sound to me like a bad tach or bad connection. I would trace the wire going to the tach under the dashboard (WS white with slate) if you can and tap into it connecting any automotive tach to there and see what you get. I say try to find the wire because I once tried and could never find it myself. You may have to take off the binnacle, at which point you will be able to not only get to the tach wire but will also be able to make sure the connection to the "PC Board" is clean, then retest it.
