Does the engine run when you use a jumper on the RPM relay socket? If so with the engine running attach a automotive analyzer / tachometer to the WS wire going to the RPM really socket and see if you have the proper tach signal there. If you do, then it may be that the RPM relay is bad. If not then find out where the break in the circuit is. You DO have a schematic right?
