My high beam fuse melted the area around it in the fuse box...yet the fuse never blew. Kind of scary. I too have an early car. Don't give up on it, make sure the fuse terminals are clean and corrosion free. Use a fingernail file and a can of compressed air to clean up the fuse sockets, this should make less resistance, which means less heat, which means less of a chance of melting.
