I have to assume you are referring to the short shaft with the 2 u-joints on it that connects the steering column with the rack. You have to remove the bolts in the u-joints so they can slide up and down. Once installed you put the bolts back in and tighten them up. You have to line up the steering wheel to the straight-ahead position with the wheels straight. You might have to clean the splines up so everything slides easily.
