I guess now you know why that hook was missing!. There is nothing to attach it to and that's why the other one went missing. There are 2 ways to repair. One is to drill right through and use a couple of nuts and washers. You will have to make the threaded part longer to do that and it looks aweful. The other, preffered way is to drill and tap for a threaded insert like a heli-coil but use a solid one like they use for wood. Make sure you leave yourself some adjustment so you can get it to work correctly.
