I could be wrong but I don't think MA would have anything to do with it. I believe it is the state in which he is buying the car, not the state in which he resides. I lived in Florida and bought the car in New York, and New York issued me the temporary tag for the drive home; I'm pretty sure Florida was never involved at all until I got home.
