According to my Bosch book, a high Cold and Warm system pressure indicates a restriction in the return line from the Control Pressure Regulator. Remove both hoses from the CPR and look down into the holes. You should see a wire mesh screen in the bottom of the supply line hole. This sometimes gets plugged up. Use shop air to blow it out. Also check the hose itself for blockage. Check that the frequency valve is buzzing also.
