Don't overlook circuit breaker after that relay. Could well be source of problem. Common replacement at parts houses but may have two mounting ears to cut off. Will also have screw terminals rather than spades. This is why owners need to study electrical system in driveway before problem on the road. With a jumper can bypass both fan fail and otterstat relays. Assuming 12v in, problem now isolated to circuit breaker or fans themselves.
