Automatic transmission shifts fine but ignores the 2 and 1 positions

My automatic transmission shifts fine (first, second, third) in D 
position but ignores shifter positions 1 and 2 (acts like it's still 
in D Also, my backup lights stay on in Park. The shifter does not 
seem to be misaligned. In other words, P R N D 2 1 all seem to be 
aligned correctly with the shifter. I can't find anything in the 
manuals about such a problem.

What am I missing? Any suggestions would be appreciated.
