Mileage does matter to some people. Assume two identical cars in all respects, the one with lower mileage is certainly more desireable TO A DEGREE. If the "low mileage" car hasn't been used regularly or worse won't run then it isn't more desireable. Some insurance companies limit the amount of mileage you can accumulate in a certain period and depending on your State and how it is registered may also limit you but a 20 year old car with less then 1,000 miles per year or 20,000 miles I think qualifies as low mileage. I have seen cars with less then 1,000 miles that need A LOT of work and I have seen cars with 20,000 that wouldn't need as much. 100,000 miles is a whole lot different then 20,000 on a 20 year old car, condition is the major determining factor at this point in time, besides who trusts mileage with the crummy history of the angle drive?
