Your argument is moot. Most shops I know of at least for the first hour do not break it down i.e. you pay for the first full hour even if the job is done in 30 min. Some will be fair and if the job takes 90 min will charge for 1 1/2 hours not 2. Since they are working on a 20 year old car and have no idea what they are in for will not take it at a flat rate, this was meant for an experienced shop working on fairly new cars.
