Well, it could be electrical but not the governor. As others have suggested, there could well be a wiring problem between governor and computer. Another possibility is an electrical problem within the transmission, such as a bad solenoid or a loose internal connector. These are really not difficult problems to diagnose, so your course of action depends on how much you trust your mechanic.

The reason I strongly recommend the light test is that it tells you with near
certainty whether the problem is inside or outside the transmission case
(assuming the outside wiring is OK). If the car downshifts and the lights stay
out, you *know* that the problem is not the governor (I admit that this is not
often the case, but it certainly happens).

Is the governor you bought New Old Stock, or one of the newer ones sold by
Grady and others? If the latter, a bad unit wouldn't be my first guess. Also,
note that if it *does* turn out to be something other than the governor, it
raises the possibility that your original governor is OK.
