I would start out step by step starting with the starter. Why doesn't it work? Is the starter bad or is there a wiring problem that is also affecting the ignition circuit? It sounds like there is no high voltage. There are no shortcuts, you must troubleshoot and repair the problems one by one in a logical order. To get the motor to run you must have fuel, ignition, and a mechanicaly sound engine. The buzzing you hear is probably the frequency valve in the fuel circuit which would be a good indicator that the missing ingredient is ignition. Check out the start and primary ignition circuits.
