We have the same "ecological" problems in the UK, I have managed to find Halon fire extinguishers second hand and very cheap in( green containers) at car boot / flea markets. As long as they are nice and heavy, indicating full or nearly full, they will be fine. No messy powder for me! At work I have to use fire extinguishers on several occasions and I don't rate the messy powder stuff at all. My son once set fire to a cooking pot at home and thanks to a Halon extinguisher, put out the fire with no mess at all.
