We use to run carfax all the time at work and it didnt show who the owner was. The best bet would be to find a police officer, an insurance agent or someone at a car dealership that you know very well to run an NICB report on the vehicle. This will show you the police reports and insurance claims taken out on a certain VIN number or drivers license.
