You can experiment with different tensions on the springs for the decel valves. I don't think you will entirely eliminate the noise. You might try to add a throttle retard to hold the throttle plates open a little bit for a little while. It looks like a small, round dashpot. You will have to fabricate a bracket to hold it against the throttle arm or the gas pedal. You could probably find a suitable one in a junkyard. Make sure the exhaust manifold isn't leaking, it will only make the sound worse.
