Not sure what those numbers you quote are, but the issue you're getting at is probably the bulb wattage. The steady taillight bulb should be a 5-watt bulb -- the others are higher, usually ~20W. You want a lower-power bulb in the taillight position because it's a marker light -- there's no benefit to blinding people.
