Richard, The 02 sensor is trying to bring it back to a 14.5 to 1 air to fuel, but since it's to far out it can't centerline it. The seeking tells me the circuit is working it just needs a little help. Get the car hot by driving it around the block a few times and adjust the 02 till you have as smooth of an idle as you can get. That will be close and the seeking should go away pending no other problems. It's also best to do this with a new 02 sensor.
