Under normal evironmental conditions (even with salt air) the S/S does not "rust". The surface will oxidize but you should not see rust spots. If you have rust spots than it is usually caused by someone in the past having used a steel wool pad on the S/S. That causes tiny steel particles to become embedded (stuck) in the surface of the S/S and that is what you see rusting. The cure is to use 80-120 grit sandpaper and go over the spot carefully with the grain. Wipe the dust away often so you don't reembed the steel particles. Finish with a blending pad. Another posability is that something above the car is rusting and the water is dripping down onto the car with the rust causing the stain. In any case the cure is the same.
