Your options are: change the position of the spring inside the throttle spool to another notch lubricate the cable as per the recall Maybe a PO added an additional spring because the throttle cable is stiff and does not return to idle. maybe you might have to replace the throttle cable. It should not be too hard because it gets tiring and hard to accurately control the throttle. It needs to be hard enough so it returns to idle reliably and not so loose that just resting your foot on it causes you to go 30 MPH.
