To "unfreeze" it put the car in a warm garage. To lubricate it get the Throttle Recall Procedure and follow the steps to force anti-freeze into the throttle cable. If this doesn't work then you have other problems. Something is binding somewhere and you will have to disconnect things till you figure out what is binding.
