No for the gain of almost 2/1000th of an inch on a rusted bold no it
probably isn't worth the hassle.  It would probably be more efficient to
heat and cool the entire assembly several times to break the rust or
galvanic welding apart.  Personally I would probably spend maybe 30-45min
trying with heat, then just drill carefully and clean the threads with a
tap.
