[doc] seat belts

I have received two new seatbelts from a vendor and find that they are
locking up like you would experience under hard braking.  I cannot pull them
down to extend the belt.  I have held them the correct way up and gently
pulled down but it just locks.

Vin 5255 now with Clifford and new 21st sound system (well, the speakers
still need to be fitted but it is nearly there:-))
