It could be the motor as Martin suggests, but I would test the switch first. The simple method, park the car facing a wall, switch the lights on, when you press the switch the lights will dim slightly if power is being transferred. Alternatively, gently rock the two window switch units out of the console and swap them over. Don't try and disassemble the switches without instructions as they often fall into many easy to loose parts, if it is the switch let the list know, I am sure someone can guide you on correct cleaning/repair instructions.
