It depends what the garage did as to what may be the most likely cause... To test the otterstat, turn you ignition on, remove the two spade connections and short them together. Your fans should kick in immediately. If they do not, check your relay compartment. Make sure the Fan-fail-bypass (assuming that’s what you have got) is plugged in. Check fuses. Check the cooling fan relay (to right of the fan fail) clicks when connecting/disconnecting the otterstat shorting link. If you are not sure, you can swap it over with the one above it (the starter relay) to confirm.
