Hi
Yes they can be noisy, the less fuel you have in the tank the more
the noise is amplified. Im presuming its a humming noise that get
louder with less fuel in the tank.
It could be your 'in tank' pick up hose to the pump is getting old
and soft and because of this is starting to collapse / kink and
cause cavitation in the pump. Check out

for a 'spring fix'.
It could be your fuel pump is on its last legs but dont expect 'no
noise miracle's with a new pump and a standard fuel pick up set up.
