[doc] Running light problem

Ok, my front left indicator/running light has a problem. It indicates ok, but it does not come on as a running light. The right side works fine. I have replaced the bulbs (double element) and have checked the fuses. I swopped around the wiring for each indicator that connects onto the front wiring loom, and the problem persists.
 
Suggestions?
