Hi John,
        The Jumper wires (red arrow) this is the factory approved
cooling fan fail fix (Radiator Fans). Orignaly there was a relay in 
that blue socket. It was surposed to light the FAN FAIL light on the 
centre console if the the fans had problems. It was faulty so as a
"Tempory" Fix the factory issued the wires you see as a stop gap
until a new unit could be introduced, it never was.
 I would clean the spades on the end of wires making sure you
don't mix up where they go. Several people do kits to fix this and
get the fan fail light to work and to reduce the electrical load
by switching the two fans on indvidually. Martin would be the
guy to ask which is the best solution.
 If you opt to make new jumpers make sure you use the correct
size and rating of wire and professional crimp connectors.
A hell of a lot of load is put on those wires.
 The melted fuse at the top middle of the fuse box protects
the fuel pump (along with other stuff). 
 
 This looks just like my fuse box did. Best advice I can give you
is to get a new one from DMC Houston like I did. I have had 
no problems from melted fuses since.
