Sounds like some ones cleaned it with wire wool at some stage in the past!. One thing I've tried that seems to work really well on the brushed steel is 'Wonder Wheels' Brush it on and wash it off after a couple of minutes making sure you've got rid of it all - 'Wonder wheels' is basically a Jenolite type of acid, but it gets right into the grain and brings it up like new. When I use it I do small areas at a time and wash it away with a damp cloth as I go. I don't know how good it will be on the rust but my guess is it should work. Let us know!
