I totally agree with you on that, however over here in Northern Ireland you
have to drive through the depot and there is no getting away from them as
they check the car over as you have to drive the car to 3 different points
during the test.

As for the Hand brake Mine has now failed two tests due to not holding tight
enough on the drivers side.

Best way to adjust the set up is.

At the calliper end of the cable undo the adjuster nuts so it is all at its
longest
take the split pin out of the self adjuster screw
pull the hand brake on just one click then turn the screw to tighten the
calliper onto the disc until it grips tight.
Back the screw of one half a turn. The disc should now turn.
Line up the slot,put back the pin and your done.
