It's set by the throttle link cable and therefore changes depending on
where you have your foot. Rich's "manual" switch box allows him to red
line it and the result with his turbos are quite fun
BTW there's no "programming" to be done - it's all analogue. A couple of
changes in resistor values will change the shift points.
