No obviously your fuel boot / pump shouldnt have any fuel on the top 
side of it :)
Fuel is seeping up from the fuel tank over the top of the pump.. i 
would remove the boot and the pump from the top of the tank and  
undo the jubbile clip that holds the pump to the rubber fuel boot. 
check the fuel boot for signs of perishing, splits etc if its all ok 
then the fuel is seeping up down the side of the pump where it meets 
the boot or through the return line hole  ( the metal return line 
should have a clip on it as it goes through the boot ). Is the main 
fuel line fixed tight onto the top of the pump?
On reinstallation the pump should be tight in the boot with the 
jubille clip and when installed back into the tank the fuel pump 
boot cover should be tight down on the neck of the fuel tank by the 
other clip.
Easier to show or explain the write down but however I hope this 
helps :)
