Not sure if this of any help,

But I set up an online gallery site a while back for another forum 
that I was involved with.

Here it is: http://ukdmc.com

This one allows people to register an account and upload images. It 
also allows the user to put some pics in a 'Public' folder which is 
unique to that user. So a userid of MrChips would have a public 
gallery on http://ukdmc.com/MrChips and all the pic in his public 
gallery will be shown there.

I host that site on the same servers as our deloreans.co.uk site is 
sitting on.
