[doc] BTI Revisited

This morning I had the response to my request for a formal departmental
review of my BTI revocation

It was a very detailed five page reply, but in a nutshell the decision
rests:

""After careful consideration of all the information available, I have
concluded that this vehicle, as described, is correctly classified
within the heading  87.03 as a used motorcar and not 97.05 as a
collectors piece of historic interest""

The classification is very specific in what counts for "historic
interest" and although we all think of these cars as something a bit
special, sadly I must admit very little of the DeLorean fits those
requirements...

I think when the car is 30 years old we get another bite of the cherry,
but until then, importing a D just got a whole lot more expensive.
