Your Stainless has been contaminated with mild steel.
common problem if your car has been near someone using a angle
grinder on mild steel nearby. (or the wire wool as below)
Best option is to use a red 3M scotchbrite pad this is the correct
pad to use and in conjuntion with a good cleaner. 
Careful using strong acids as this can dull stainless, although the
pad will polish it up again
 We used to have this problem with grinders when I worked for a 
stainless steel specialist, Tanks etc. imagine what happens when a 
nearby contactor does this when your doing a site installation with a 
mirror finish stainless tank!
