That's the thermo vacuum switch. Sends vac to the CPR when cold, switches to dizzy when warm - see your vacuum hose routing diagram

I just uploaded a photo of what the top of my engine looked like after I
filled the casting voids with hi-temp RTV. The back of the car stank like
curing silicone for about 3 weeks.
