Fuse 18 is for your brake lights, it should be 20 AMP

If your lamp lights in the hazard warning light switch when you apply
power manually, then there must be a fault in you connector/wiring.

Put a multimeter across the pins which connect to the lamp and check for
12v when your sidelights are turned on.

The contact crimps get a little loose with age on those connectors. If
you carefully extract them from the plastic housing and lightly squeeze
them together they will have a much better fit...
