I'd go with David, it's most likely a fault with the CIS system (constant idle speed), it could be the control unit has failed, they can act very wierd. The question that might be worth asking is why it has now failed twice, for example is the alternator regulating properly? It's quite sensitive to things like jump starting too. Early days but based on what you've said it's the most likely thing.

Try the plug swap and see if it starts up quickly. If it does then you have a
problem in the CSV system.
