This is incorrect. A higher flow rate will always increase heat
transfer, just as it does on the car's radiator. HOWEVER, equally it's
true that the air temperature coming off the evaporator will be lower at
lower flow rates, just as it's higher coming off the radiator at low
flow rates.
From an energy transfer perspective, the cabin will cool faster on a
higher fan speed, but the vents won't *feel* as cold.
