This is incorrect. The more time air spend over the evaporator, the more the air heats up, thus less differential of temperature between air and heat exchanger, less efficiency.
Air at higher speeds will be replenished with cooler air, so greater temperature differential (delta).
Basically your maintaining an environment of cooler air.
