Steve,

You should fill the system going by weight of refrigerant and not the 
pressure. Charge the system with 2lbs regardless of what the gauges say.
60 degrees is hot but since you said you got just over one can in the system 
it is not charged. The vent temperature really depends on the outside 
temperature and engine RPM. Anyway, unless it's 140 degrees outside, 60 is 
too hot. My R-134a conversion while I was driving my car in Florida (hot and 
humid) used to give me temperatures of about 40 degrees on MAX and about 45 
on NORMAL.
How often does the compressor cycle? How long does it stay on and off. What 
are the system pressures - low and high. Take the readings above idle, 1000 
RPM or a little more. Please note the outside temperature when taking the 
readings. Post your findings and we'll go from there. Make sure to add 
refrigerant BEFORE you take the readings. You need 2lbs in the system and it 
will take a long time to charge once you get over 1 pound. You might put the 
can in warm water to speed up the charging process.
DO NOT turn the can upside down with the engine running and you do need the 
engine running with A/C on in order to put the whole 2 pounds in there.
