I was going to comment on the Pearce status but I see Bryan covered it well.
To your other question - Both us (Midwest) and Houston have done galvanized frame refurbs. It is an arduous process requiring a bunch of outside vendors:
Take all the parts off
Strip (chemical or oven+blast - I have used both)
Weld Repair (crumple section, other repairs as needed)
Galvanize
Retap/thread lots of holes
Sandblast again (lightly)
Powdercoat
Put all the parts on
It is a LOT of manual labor and, at least in my case, a lot of dragging the frame all over the city as you don't find vendors capable of dealing with a piece this size on every corner.
The reason we don't sell them outright is that we don't have much in the way of cores - and the "weld repair" cost has to be appropriate to how your car comes in. The frames are sometimes rusted past refurb, then you need to find a rebuildable used frame which adds more to the cost. After analyzing what it took us to do it, the frame rehab ends up being a low-profit part of a much larger process.
