Basically Lotus modified the original LCA to take on a lower A arm geometry.
They separated the fore/aft location of the LCA from the ARB by adding the extra
piece. The washer you see is not a collar but a washer used to compress the
bushing on the end of the ARB. The reasons Lotus did this was the improvements
in tire technologies over the years, the increase in horsepower available from
the drivetrain and the improvements in braking. The improved grip of
performance tires was starting to overwhelm the suspension design.

Google helped me find a photo, but maybe someone with a Lotus can explain what
is going on?

I can see where the extra support bar was added. Nice that they have it so
close to the lower ball joint. That extra arm is bolted back to the frame so
the LCA cannot move forward/aft.
The ARB (Anti-Roll Bar, I see someone asked what ARB was) looks a bit thinner
than ours, and there is some sort of aluminum collar insert in the bushing?? Is
that a slide of some sort, so the ARB does not bind in the LCA as it moves up
and down??
