Are you talking about Hoffman or Hetrick? Hoffman was indeed a small scale drug smuggler who agreed to help the FBI catch bigger fish in lieu of prosecution. Happens all the time. Fallon/Srodes actually paint a fairly sympathetic portrait of the man. Hetrick was the big time smuggler, but he was an FBI target, not an undercover member of the sting (Hetrick was arrested one day before JZD).
