if you get to it .. give the start a "tap" with a hammer... if the solenoid is sticking, this sometimes dislodges it, at least enough to determine it was stuck.
The starter is pretty easy to remove .. disconnect the battery! .... then it's only held in place by 2 bolt, and the wiring. Fine a reputable local automotive electrical shop; they can likely rebuild it for a lot cheaper then getting a new one.
I had my go a number of years .. walked inthe local shop with it , set it on the counter, hadn't said anything .. the guy looked at it.. said "that's a volvo piece right ... that's odd, lots of clutch dust in it, almost like it was installed facing the wrong way"....
