Before replacing the starter the last and final test would be to jumper the large positive terminal on the starter to the small starter terminal (not the ignition bypass terminal) and see if that works. If it doesn't make sure there is 12 volts on the large terminal. If there is and the starter won't go then it is very likely the starter.
