[DML] Should air flap move freely down and up if I press on it?

I have been working on the fuel system. I have replaced the pump and filter and confirmed fuel delivery to the fuel distrubutor. When I try and press down on the air flap it does not move at all. Is this normal. I think it is stuck. Car sat for 3-4 years with old gas. I have already removed the old pump and baffle and replaced with new after cleaning out the tank. Added 3 gallons of fresh gas.
