Mass Air Flow cleaner, or maybe even Electric Motor cleaner. Spray some cleaner inside, and spin the thing left and right really fast. You should hear the valve easily clack back and forth with no resistance. Then just let it dry.
If it's not functioning, also check the wiring hardness between the ISM & Idle Speed ECU Motor.
